Have unknown tools

My girlfriend recently purchased several boxes of card making supplies from someone and ran across something she hasn't been able to identify. There are four or five of these items that all look just alike. They are similar in size and shape to an ink pen. The center section is a spring so the whole thing will flex. One end has a hole and is marked with a size in SAE and Metric.
Can anyone help her identify these mystery objects?

Hi  this is   Norma and  my  thinking is it  is   a  spring   that  you  attach  to  a  piece  on the   card  that  makes  it   jiggle when you  touch it. Just  attach it  to   the inside   of the   card or the  out  side  to  make   it  jiggle

I have a set of tools that sound similar, they are for making holes and then setting a metal piece in the hole that keeps paper from tearing when you put a ribbon or something else thru it.
